    I think I know what you are talking about. You need to start from larger scans. Once the file has been reduced in size you can't get that data back to make it bigger again. That is why you should keep around your original scan in case you need to go back to a larger image.

    since I'm the chief scanner for their group anyway, how do you change the size of a scan?

    You will need to do this in the scanning window when you are scanning the artwork. Usually you will need to activate the advanced settings or options to do this. To give you a better explanation I need to know what kind of scanner you are using and who is the manufacturer (epson, hp...)?
    What is the name of the software you are using with the scanner?
